I don’t think it’s so much racism but rather a romanticized vision the greenies have towards undeveloped countries and cultures.
For the greenies, these underdeveloped peoples are seen as more authentically human because they don’t live with the modern conveniences we in the West have. They are a living museum for the greenies. These people represent an unspoiled humanity that the greens are determined to keep in existence.
It’s not racism, it’s moral vanity. Much of modern politics, Left and Right is an exercise in moral preening.

I understand now. You know your grandkids will be ok – we have the technology to help us. You want us to sacrifice Africa’s grandchildren for yours. And Asia’s. And probably Europe’s and South America’s as well. And you think that will actually help.

I was just googling sulfur hexafloride. Turns out the usual panty twisters are all excited that SF6 is POTENT GREENHAUS GAZ!!!! oboy oboy oboy
As it turns out, SF6 is also 5 times denser than air. Release any and it sinks to the floor and sits there. Kinda hard to do any greenhousing from ground level.
