Last year a similar amendment passed 219 to 189. This year it passed 242 to 186. That is twenty three more members in support and three fewer in opposition. My guess is that the fence sitters are getting off the fence.
My own Congress Critter, Adam Kinzinger (R) Illinois, voted in favor. Nice to see the Republicans coming around. Although if you go by this chart they still have a ways to go.

Part of being a successful politician is the ability to wet your finger, stick it in the air, determine which way the wind is blowing, and go in the direction the wind is blowing.
Only one CO Rep. voted against it this year, down from three last year.
