The “365K sign-ups” are people who established accounts at the website. Being generous, perhaps 10% of them actually signed up to purchase a plan. According to insurance companies, 10% of those 10% have actually paid.
So it’s actually more like 3,650 sales.
Which is backed up by this post: The Obamacare Sign-Up Scam. The numbers at the post are different but the trends are similar. Far fewer people are getting insurance than the sign-up numbers indicate.
