I just had a thought. [Warning: tinfoil hat territory] The Donald wants to build a wall to stop Drugs (among other things). Who would that benefit? Smugglers. Raising the cost of doing business increases smuggler profits. The UN estimated that the world Drug trade in 2009 was as much as $1.6 trillion dollars a year. And the Trump Wall would help.
Now let us get an idea of what the Saudis are doing. They are pumping 11.9 million barrels a day. At $40 a bbl that is about $174 billion a year. Add in a few other like minded oil producers and you are at, maybe $400 bn a year. The drug guys are bringing in at least $800 bn a year. I think the Saudis are being outbid. The Drug War will go on for a while – but users will be decriminalized, fined. $$ for courts and police. Medical users will get a pass.
“Traffickers” will still be criminals. Just like Alcohol Prohibition. It can’t last. But it will last a little longer.

I had another thought. What if Trump means to end Prohibition by strictly enforcing it? That fits in with his “punish the woman” thought about abortion. It killed abortion as an election issue. Who wants to punish women for getting abortions? Not many.

Another possibility – the move will price Mexican cannabis out of the market. It is a move to support American growers.
