Few things horrify me more than people who do as they are told. (Well, maybe the people who tell people what to do, but they wouldn’t have any power if they were ignored.)
So, there are two groups of stubborn humans whom I especially admire.
1) Smokers; and
2) Dog owners who refuse to castrate their male dogs.
Regardless of what anyone thinks about these behaviors, the fact that there are people who do them despite overwhelming pressure not to kind of renews my faith.

If stubbornness is an admirable quality, I would add the Berkeley Rent Control Board to your short list. They still have not accepted that the Cold War is over and that nobody believes in Communism anymore aside from themselves.
The admirable quality may be stubbornness when faced with a lack of a compelling reason to follow the herd. Some smokers love to smoke, and don’t care who knows it. And they choose to accept the risk for themselves.
Can we nominate people who don’t recycle? In particular, people who don’t recycle paper at work.
