In the wake of the murder of two police enforcers in New York the NY police union advises:
…a union-generated message at the 35,000-officer NYPD warned officers that they should respond to every radio call with two cars — “no matter what the opinion of the patrol supervisor” — and not make arrests “unless absolutely necessary.“
Shouldn’t not making arrests unless absolutely necessary have been the policy in the first place?

They had quotas. And not just for things related to parking and speeding.
The entire “stop and frisk” thing was completely unnecessary – or maybe just mostly unnecessary.
There are cops and there are little people. Always has been that way, but the War on (Some) Drugs has pushed it over to enemies at war. If you aren’t a cop, you are the enemy. (They have shot people who were complying with their instructions because it wasn’t happening fast enough. In the face of NO reasonable cause for anything.)
Policing in this country is screwed up. Getting worse since the NSA/CIA/EIEIO pitched in with the Stazi-style tactics.
