Maybe it’s just the sight of an administration studying and thinking before acting that has us confused.

Possibly, but I’m not sure why you’re bringing the Israelis into this.
Meanwhile, our own administration is stumbling around in Libya with no plan except to abdicate planning to someone (anyone!) else, utterly absent in Egypt, morally bankrupt in Syria and Iran, and seemingly unaware of Tunisia’s existence. But they’re sure it all revolves around them somehow. Smart power!
